Apply the cold joint paint to the edges and bottom of the pothole.
Fill the hole with cold lay tarmac using the shovel and spread to an even layer using the rake or the shovel.
Tamp the tarmac down with the back of the shovel.
Traffic immediately to further compact the asphalt.
